About us

Capital A Housing, a real estate developer focused on providing affordable housing in the Austin community, was formed by Civilitude Group of Companies in 2019. Combining the team’s varied expertise in public affairs, community engaged architecture and urban design, Capital A creates complete communities – those that offer more than just housing by incorporating services like healthcare, mental health support, access to the local food bank, partnerships with local artists, and more. Capital A navigates affordability with more agility than traditional developers, and even nonprofits, by layering local, state and federal subsidies with land development code exceptions, tax abatement strategies, philanthropic grants and community service providers. The team also takes projects one step further by tackling affordability at the policy level, counseling city leaders in the creation of policy drafts, and putting those adopted policies to work by delivering affordable housing.

  • Drafting public-private partnership proposals (PPP) on public land
  • Serving as an affordable housing partner in market-rate developments
  • Organizing and managing community partnerships with service organizations including medical and mental health services, food banks, etc.
  • Conducting unit yield studies for the highest and best use toward Affordable housing with the goal of arriving at the optimal combination of subsidies and code exemptions
  • Funding/financing for comprehensive capital stack from equity to 4% LIHTC, HOME Funds, CDBG Grants, FHLB, Downpayment Assistance, RHDA and OHDA funds from Austin GO Bond Allocations
  • Providing counsel for Affordable housing projects

The program is designed to increase the number of affordable housing units being developed in the community and fully leverage public resources. Affordability Unlocked is one of Austin’s key affordability programs and has given organizations like ours the opportunity to achieve affordable housing goals by expanding rental and home-ownership opportunities for our low-income and unhoused neighbors. Seabrook Square

Capital A Housing, The NHP Foundation and Integral Care partnered to create Seabrook Square, a project which will bring a total of 262 housing units across four structures in East Austin addressing the city’s need for more affordable housing. The project in the J.J. Seabrook neighborhood focuses on providing maximum affordability for both residents and small, local businesses to foster an inclusive community and to support the health and well-being of the J.J. Seabrook community through green space, ecosystem services, active transportation linkages and public art.

A at Lamppost

A at Lamppost was the first project to be built under the city’s Affordability Unlocked ordinance. A at Lampost aims to create a benchmark in the development of affordable housing across Austin – we defied logistical challenges, even during the pandemic, and sold out the development in 2022.
